Corporate Services key areas of responsibility
are Human Resources, Facilities Management, IT Support, ICT Strategy, Management Information, Freedom
of Information and Policy Support.
OSNI’s Management
Information System was established in 1990 to provide information on the Activities, Output and Costs
of the Agency to Managers and Staff.
Information
on the nature of work undertaken and time spent on activities by staff is collected on a monthly basis
via the ‘eMIS’ Data Entry System. All staff up to and including the grades of HMCO / SO must complete
a ‘Work Return’ each month.
The information collected
provides the platform for assessing the cost of work activities across all functions of the Agency –
Operations, Finance, Corporate Services and Business Development – as well as allowing Managers to monitor
output and progress against the Agency’s Corporate and Divisional Balanced Scorecard Performance Indicators
/ Deliverables.
MIS Section is responsible for providing
a number of established reports to the Senior Management Team, Section Managers and Staff including
the following:
- Operational Board Reports
- comprising Balanced Scorecard Monitor, Indirect Time Report, Cost Monitors
- Divisional
Balanced Scorecard Monitors
- Monthly Production Reports - relevant to specific Activities
/ Flowlines
- Staff Activity Reports - summarising individual staff activity for the
year
In addition, tailored reports can also
be produced at the specific request of Managers and Staff at any time.
MIS
Section also plays a key role in the implementation of the Agency’s Business Planning Process, particularly
in setting up systems and reports in order to capture and report the information that is required to
monitor against the Agency’s Corporate Balanced Scorecard and Divisional Scorecards.
Overall,
OSNI’s Management Information System is vital and integral to OSNI’s day to day decision-making processes
and the management of the Agency. It is therefore essential that all staff ensure that they complete
their Work Returns accurately and efficiently at the end of each monthly period.
IT
Systems Management
OSNI’s IT Systems Management
consists of a team of 6 personnel responsible for the management, maintenance and support of internal
ICT services and networks. Key areas of responsibility include:
Managing
and maintaining various internal networks (LANs)
Managing
ICT maintenance contracts with third party suppliers
ICT
consultation and procurement through Government Purchasing Agency recommended suppliers
Providing
in-house ICT support to staff in OSNI headquarters and regional offices
Maintaining
ICT Security standards including data continuity and integrity
Production
and maintenance of ICT policies conforming to central government guidelines
Various
operating systems provide mapping, office and accounting applications to staff throughout OSNI. With
the advent of e-Government, OSNI is undergoing an ICT Strategy Review to ensure technologies are in
place to provide for future development.
As part
of a Government Agency, ITSM must ensure that internal ICT Policies are in line with Government and
Departmental Policies.
Human Resources
The Human Resource (HR) function formulates
and implements Human Resource Management policies appropriate to the business context within which Ordnance
Survey of Northern Ireland operates, and within Northern Ireland Civil Service guidelines. Responsibilities
cover the full range of human resource-related functions, including recruitment, induction, training
and development, staff appraisals, promotions and transfers, welfare and Trade Union consultation. The
Agency’s HR Unit undertakes the operational duties associated with these responsibilities.
The
HR Unit supports the Corporate Vision: "We intend to be a leading, financially
self-sustainable, public service, maximising the commercial potential of our information to minimise
cost to the taxpayer.” We will work towards this through the retention of IiP accreditation, the Business Excellence Model,
staff surveys, benchmarking and the monitoring of staff attendance and training and development. As
a recognised Best Practice organisation we will seek to continually improve the way in which we operate,
through sharing best practice with other leading organisations in both the public and private sector.

Work
Experience
Ordnance Survey of Northern Ireland
(OSNI) offers the opportunity for students, requesting work experience, to gain an insight into the
world of work. A 5-day programme provides an overview of all aspects of our business, ranging from field
surveying to the sales department. Work experience is restricted to 5 opportunities per year and a review
of our existing policy is currently on-going.

Training
& Development
The Agency’s HR Unit has
responsibility for the training and development function, which incorporates all aspects of training
- from general administration based courses to specialised IT courses.
Corporate
leadership/professional development programmes are available to staff, in support of the Agency’s corporate
objectives. The Agency has acknowledged the importance of effective leadership in its Corporate Plan,
Strategy Map and Balanced Scorecard and has recently developed a Leadership Framework designed to respond
to these challenges. This is in keeping with our corporate objective to create a “climate for action – leadership”.
The
Agency’s Human Resource Unit also has responsibility for general administration functions as outlined
below.
Typing Unit - which provides a typing service
for all staff in Colby House.
Support Staff – which
has responsibility for security in Colby House, manning the reception area and the internal courier
service.
Facilities Management (FM) – undertaken
by the Agency’s FM Manager

Freedom of Information(FOI)
Branch is responsible for handling any requests for information under the Freedom of Information Act
2000.

Visiting
Colby House
Visitors to Colby House will be
greeted at the main reception area by a member of our support staff, who will confirm the nature of
the visit.
If their query relates to the procurement
of our maps, they will be directed to the Map Sales Shop.
For
any other query, which requires access to parts of the building other than the Map Sales Shop, the visitor
will be required to sign the visitors' log book outlining the nature of their visit. Our support staff
will arrange for the visitor to be seen by a suitable member of staff. The visitor will be provided
with a security pass which must be worn at all times while on the premises. The visitor will be accompanied
at all times by a member of our staff during their visit.
On
completion of their business, the visitor will return the security pass to reception and sign the visitors'
log book before leaving.
